Peter Chiiko Bwalya v. Zambia
14 July 1993
(Communication No. 314/1988)
Subject:
Article 25, Article 26 - Discrimination on the ground of political opinion:
In 1983, the author ran for a parliamentary seat in the Constituency of Chifubu in Zambia in order to change the Government's policy towards the homeless and the unemployed. The authorities prevented him from properly preparing his candidacy and from participating in the electoral campaign. The author claims that in retaliation for the propagation of his opinions and his activism, the authorities subjected him to threats and intimidation, and that in January 1986 he was dismissed from his employment. The Ndola City Council subsequently expelled him and his family from their home, while the payment of his father's pension was suspended indefinitely.
Conclusion:
Violation of Article 25 and 26: The Human Rights Committee concluded that the author had been discriminated against because of his political opinions.
