Article 2 (1), 25 c, 26 - general terms of equality; discrimination:  

Preferential treatment in admission to the public service was given to former public officials who had previously been dismissed on ideological, political or trade-union grounds.

Conclusion:

No violation of Article 25, 2, 26: The Human Rights Committee found the alleged discrimination to be permissible affirmative action, it considered it to be "a measure of redress" to persons, who had previously suffered from discrimination.
